Danger

Legal or not it is not wise to do this type experiment. There are
no replacements or cures for certain injuries and legally you might
open up a can of disasterous worms if something goes wrong on the receiving end of the shot.

Nobody said some idiots on youtube possess half a brain. I don't waste time there. Life's too short.

Legal? Maybe. It's such a bad idea I don't think it's legality has been addressed in any jurisdictions. Putting lit firecrackers in your mouth isn't illegal either.

Safe? NO.

This is one of those just plain stupid ideas. You gain nothing ballistically for pest control or anything else. It may actually hurt the effectiveness of the bullet. If you want an "explosive" bullet, buy a .22 rifle and get the CCI TNT's in the 22 mag (or similar), or the CCI prefragmented 22 LR rounds.
