I'm in a similar situation, and am trying to find a TOZ .22 at the right porice. If you do searches with some of the the online gun finding\auction services, you can find them. You will need a local FFL for the seller to ship to, on your behalf.

Example, from gunbroker.com:
http://gunbroker.com/Auction/ViewIte...85557893\\Here are some of the places I keep watch on:

Gallery of Guns.com - Gun Gallery, Ruger Firearms, Shooter Online Services, Firearm Industry News, Firearm Dealer, Gun News
GunsAmerica - Connecting Gun Buyers to Gun Sellers Since 1997
GunBroker.com Online Gun Auction
AuctionArms.com - Online Gun Auction

Also, Winchester's new "Wildcat .22" is a rebranded TOZ-78-12, but you'll lilely pay more just because of the Winchester name.

Hey Rem 742,
To bad you have your head in the .... ....sand. The TOZ rifles are without a doubt some of the most accurate .22 rifles on the market. They are also known as a Winchester Wildcat, except the Wildcat has a different stock and sights. By different I mean more Americanized. I don't know if Winchester offers the auto version or not but if you're interested in the Russian version check out SSMEDWI.COM or TGI Online Store, Your Source For Military Surplus Parts and Accessories. There may be other distributors but those are allI know of right now.
