| It allows you to purchase guns that are classified as Curio and Relic only. You can buy them, but not sell them for a profit. (I think you can sell them, but I would tread very lightly with that). You must keep a log of your guns purchased.
You can also get some dealer discounts on various shooting stuff websites.
I'll try to find a link with more info. It's not a bad deal for 30 bucks.
