I'm a huge fan of the saiga's but it would be a hard call between that and the bulgarian for that price. I'm leaning toward the Bulgarian.

I love the Saiga's...however for the price i would go with the AK-SSR-85C Bulgarian SSR-85C 7.62x39 Rifle

I feel that I need to qualify my above statement, by saying:
1. The brand new one I looked at was converted.
2. Their advertisment says so as well.
