molle pack straps

Hi, just joined this forum. Lots of great info. I need help. I ordered a molle II pack online. Like new condition, but came unassembled. Very little instructions but I managed to get it together. ( I think I got it right). I can't figure out where the straps attach on the bottom. Do they attach to the waste belt or to the frame. Any help would be appreciated.

im in the army nothing comes assembled if you post a pic i might be able to help
