$1,800? Yes, you got ripped off. While I'm sure it's a good gun, it's not worth that money. For that amount of money you could of had a decked out AR with a free float rail, two stage trigger, EOTech, Aimpoint, or even a used ACOG, and virtually any add on you would have liked. A standard RRA 16" AR wouldn't have cost you $1000. If it's all Double Star besides the railed forearm, with a standard trigger, that guns worth $850 tops, probably more like $750. You could put that lower together for less then $300. A Double Star chrome lined M4 upper would cost you say $475, complete with the bolt carrier group. That scope looks like a cheap $30-$60 scope, no rear sight. A good quality free float railed forearm will cost you between $200-$300(would have to look it up but it's around there). You do the math, at most thats $1100. Still leaving you almost $700 for optics, lights, grips....

the lower receiver is not the concern. What happens is the magazine release is removed and replaced with a nut-type thing that screws and holds the magazine in place, so you can't remove it without a screwdriver or allen wrench. To load the gun, you flip the upper receiver up and push the ammunition down into the magazine from there. Nearly every namebrand (and most no-name brands) lower AR receivers will accomodate this modification.

These kits are very inexpensive:

This is at least, how I understand it. Best to check your local laws. But, Bushy does make pre-built CA approved rifles:

Bushmaster - Home Defense & Recreation Rifles

The good thing is that when you decide to move out of the Republic of Kali...you can remove this feature and use the rifle as the rest of the world uses it.
