You could say that. The late Simo Hayha of Finland was a sniper during the Winter War of 1940 between Finland and the Soviet Union. The Soviets called him the "White Death" and in a sniper's duel reminiscent of that between Carlos Hathcock and the NVA sniper sent to nail him, killed the Russian soldier instead. Hayha had something on the order of 542 confirmed kills in just 100 days of combat, with something like 200 probables as well. He never used a scope, only the iron sights on his Finnish Mosin-Nagant Model 28; and his average kill range was 400 meters. In an interview, he said he preferred using iron sights because he didn't have to expose himself as much to take a shot.

All things considered, if I had to go into combat with a bolt action, all else being equal I think I'd take a Mosin-Nagant rifle over a Mauser 98K or even a Springfield. They're not as pretty as the other two, but lordy, do they shoot!
