My question for you ladies and gents is this: Is this a realistic plan? Is it possible to take a mass produced Nagant and make it reach out farther, more accurately? Any suggestions?

You bet it is! The Mosin Nagant is capable of great accuracy. Their sniper rifles are very accurate. I would start with a 91/30 and build your rifle off of that platform. Shotgun news has a series about building just the rifle you are suggesting.
