03 license

when you get a CR I know they run a ncic check theough the FBI!!
So why is it when I go to buy a non CRR gun I always end up with a delay and two days later they call and say come and get it??
Well now i know why !!I called ncic and talked to the lady there and she said and I " this is the FBI not Batf and we dont care what license you have "I told here they run a check thero them before they issue and she said it dont matter they never take BATF license into account 01 , or any otherSounds like standard goverment to me !!

In other words I asked her when you give info to BATF and get it back its not reliable ??She said do you want me to mail you a appluication for a UPIN , thats a personal Identifacation that pushes it through the FBI
Anyone else ever encounter stupidity like that too?

Having worked for the Feds for 30 years, 22 in the Dept. of Justice, YES!!
I am a federal law enforcement officer and it still took 4 months to get me cleared for my C&R. Even then I think it was only issued because I started making calls to see what the problem was. Suddenly I was approved. Morons I tell ya!!

Folks over on the WA forum on OpenCarry.org have had that issue and they got the UPIN and the issue went away. I guess they had a name that matched someone with unscrupulous records and even with the right SSN on the form, it still raised flags and got delayed. I seem to remember something about them requesting the BATFE keeping a record of the "clearing" of the delay (which they don't, which is a good thing, really if you think about it... do you really want them keeping records on you?) and that took care of it, too.

I really dont give a crap if they keep a record on me or not I have never dont anything in my life against this country ..Nor would I !!I do however have a tendency to say what I think before I think about it to much ..My ex foreman told me once I was a good guy and worker but if something came into my head it came out of my mouth before i really thought about it >> hmmm I wonder if he was on to something??

I know the feeling. I took Utah's CCW course a couple weeks ago and I sent my paperwork in last week. Part of it is a complete background check, and I think they'll register my fingerprints in the system, too..

One of my co-workers who's alway paranoid about Big Brother was all over my case about sending this paperwork in and getting another background check by the FBI (first was with my C and R license).. Like I told him, I have NOTHING to hide!! My last speeding ticket was in June of 1989.. (but I've deserved a few)

One of the items that the instructor said was that CCW license holders are statistically some of the most law abiding citizens in the US of A.. And are more law abiding than Police, statistically.. Stands to reason that we've prove that we're law abiding to get the permit and we don't screw up so we don't worry about loosing it..

Let the FBI check me out.. Basically, they'll find out that I fart in my sleep, snore loudly, and enjoy a good bottle of IPA on occasion..

I'm such a rebel..

As I remember... I received my C&R in about 4 or 5 weeks. If you delay turning in the duplicate copy to local law enforcement it will delay getting the 03-FFL, as that is the first call they make.

Also... I guess that TSBI from the Navy didn't hurt either.

We'll see how it works with the CCW in May/June.

Sure sounds familiar, Junkie. Welcome to the forum.

I used to be a Merchant Marine officer, got background checked and all that hooey; put in for my NY state pistol permit and had to pay for another FBI background check; got the pistol permit, no trouble, reasonably quickly.

Put in for my C&R license and waited 3 months. No action. Emailed BATFE & asked where is it? Got an email back explaining how BAFTE supposedly does it in the Peoples Democratic Republic of New York, including interviews and a visit to your house to verify you and it really exist.

Called my congresscritter and asked what was going on with BATFE, that they can process through people in places like Arizona, Tennessee and Kentucky in a matter of 3 or 4 weeks with no interviews, no house calls or anything; could they please look into this? Called the phone number from BATFE's email and eventually got a nice lady in the Brooklyn office that services my general area who checked into it and told me my application was "pending," and they'd get around to it. Two weeks later, my C&R arrived. No interviews, no house call, just the permit.

It took four months, but I'm not complaining any more. At least I have it now! But I do wonder if someone on the congresscritter's staff called up BATFE and asked them how come people in other states with pistol permits and FBI background checks run within the last 6 months can get their permits with no trouble; while people living in upstate New York have to wait much, much longer.

It was taught by Michael Bender, of Personal Defense Academy of Wisconsin.

Personal Protection Academy

He held a class at my local rifle club in Beloit..

Took a little while to get signed copy back from local Law Enforcerment Officer.
6 weeks or so to get C&R. Seemed OK to me.

Signed copy back??
When I sent mine in, one went to BATF, and the other went to my city's Chief of Police, and that's the last I saw of either copy..

As it was explained to me, the copy sent to the local Law Enforcement was for them to be able to decline you from getting the permit, but it wasn't needed or required in any way to get it the permit.

In other words, if they sent something in, it was to get you from getting the permit, only.. If they had no problem with you getting the license, they did nothing to stop it.

Like Paper...The requirement was just to give local police a copy. The instructions say nothing about getting a signed copy back. The rest is up to BATF.

6 weeks is the "normal" cycle time.

Funny part of all of this is it only took 21 days to get the 03 license.. well am getting the paper work for a UPIN so this crap stops!!going to look at a norinco today so may have to go back and pick it up if he will come down 35 bucks

Tell ya how it done here in aus.

You send in your form to but any firearm and they "by law" must it aside for 28 days, then they start to process it. So if you stuff it up you dont know until then and have to start again. All just to make you give up.
