whats the better mount for a weaver rail reciever cover or hand rest?

I'd say get a ultimak gas tube rail with a red dot. If you really want a scope, install a rail on the receiver(any gunsmith can do it for you). The receiver covers are never stable enough to hold zero, so pretty much just try to avoid that and you should be ok.
