Could it be the ammo? My buddy told me he fired off about 100 rounds of Fiocchi (not sure of the grain) in his 213 with only one stovepipe jam. Other than that, it performed flawlessly. I can't see Winchester making faulty rounds though...I would return your 213 and either get a new one, or a refund. (I think Norinco has a one year warranty on their products.)
