You are right, although I do not read or converse in Russian or German, Siminov did invent an earlier example of the now known SKS action. It was named PTRS anti-tank rifle.
It shot a 14.5mm projectile at a little over 3000 fps. The common weight of the projectile was 994 gr.

Wish I could log one of those in as a C&R......
