Also, lets say you start with a forgein part and modify it a lot for something, would it be considered a US part after a lot of work went in to in in the USA?

Modifying parts does not make them US manufacture.

Unfortunately... otherwise I would have used a Romanian rear buttstock to create my own Tabuk Sniper-style stock ages ago. As it stands, my current buttstock is one of my required 922(r) parts.
