Any lakes around? Sounds like a loon taking off from the lake.

Oil Pump?

I dont think there are any oil fields on the coast Ranges, but maybe in some of the valleys. Many are on timers and could make some wierd noise in remote places.Try a digital camera "movie" and try to record the sound for the GandG "Analysts".

I think the drumming grouse sounds like the best guess.
We had a noise out here on the farm that was kind of like a high pitched wavery whistle. I finally got curious enough and started off in the dark looking for it. Took me 3 nights of stumbleing around in the dark with a flashlight to finally get in close enough to see it was a little brown owl about 6-8 inches tall.
