Simple.. Extremely liberal huge areas of population making the rules..
Chicago, IL
Madison, WI
Wisconsin has government has approved CCW twice, only to have it's jackass govenor Doyle to veto it. It's then been short 1-2 votes both times to overide the veto by 66% of the votes..
Chicago people are afraid of guns. You can't own a handgun in the entire Cook County area which would make it completely free of handgun crime, right?? How can there be handgun crime if there's no guns?? Check the news for the last few weeks for the huge amount of handgun (gang related of course) killings of around 20 people..
I live here because my friends and family, and a job that I like are here.. My only recourse was to take the Utah CCW course, and my permit should be here any day. It doesn't allow me to carry in IL or WI, but it does allow me to legally protect myself in several states, and since I travel for work on a weekly basis, I intend to exersize that right (and pray that I never need to use it)..
Both states are working on getting CCW laws on the books, but we have two large hurdles to overcome..
