Interesting Question about M-16 lower

If you had one of those pre ban 86 m-16s that are going for lots of $$. What would happen if the lower receiver is damaged? Id think with the ATF theyd just laugh and tell you tuff shit but can you get a new lower made with the same serial number an all maybe? Idk it just poped in my head and im wondering now lol
