Krazyfornia C&R Handgun rulez

I was in a local gun shop looking at a WWII Colt, USGI, 1911. I asked the gun guy if my C&R would allow me to bypass the Commiefornia background check, and he said, "Not unless you have a COE (?) which, for $50, allows you to do that for one year". I let him know that I can purchase a C&R handgun over the web from a shop, or even the Gunbroker auction site, and he replied, "true, but you will still have to dross it after you get it". I've never heard of that; is all this true?!?
