Question on C&R License procedure

I'm a bit confused here. From what I had read about the C&R license, the process is supposed to be straightforward.

You request the forms from the BATFE website. They send them to you. You fill out two copies, one for the BATFE and one for the local chief law enforcement officer in your area (chief of police, county sheriff, whatever). You send the BATFE form off along with a check for $30 and the info copy of the application to the local chief law enforcement officer. BATFE does a background check on you. If they find nothing that would prohibit issuance of the license, they send you the license. At least, that was what I was led to understand the process was.

However, someone from the New York BATFE office has contacted me by email with the following in response to my request concerning some idea of how long the process is supposed to take:

"You complete the application and mail it to the address in Atlanta, Georgia. The Federal Firearms Licensing Center (FFLC) will examine the application and complete a background check. Once the application process is completed then the FFLC will forward your application to the field office that handles your location. An Industry Operations Investigator will contact you to conduct an application inspection to review the laws and regulations pertaining to the Curio and Relics license."

When did this happy horse manure enter the mix? What will this Industry Operations Investigator, whatever that is, have to do with my application? Is the idea to make sure I understand what the rules pertaining to a C&R license are, what I can do and what I cannot do under this license? Are they planning to come to my house to evaluate how I store my firearms? Just what is this, anyway?

Has anyone on the forum had one of these Industry Operations Inverstigators contact them as part of the approval process for a C&R license? Or is this some new thing BATFE has just instituted? Any advice will be appreciated.

I got my FFL C+R about 3 years ago. A couple of months after I submitted the paperwork I received a call from a local ATF "inspector" who said that she needed to come to my home to interview me before I could receive my FFL.

She came to my home, was very pleasant and professional and basically explained to me how the C+R license works (how to keep records, who you can sell to, who you can buy from, etc.) She did ask how I planned to store the weapons and when I told her that I had a gunsafe, she asked to see it. She didn't make me open it nor did she ask to see any of my currently owned weapons.

In all, it wasn't a bad experience.

That might be because you are in New York. Although a C&R license is a federal license you still must obey all state and local laws.

I dropped my envelopes in the mail and 34 days later, it showed up. No phone calls or anything from anyone.

I got mine last month and it was like 22guy said, send in the paperwork, got it in less than a month. Of course, I live in Alabama, so that may have something to do with it.

Same for me, except mine took 4 months to get here! Then you mail a copy to the Police Dept. Ten days later you get a forms packet for record keeping. Hell, my local ATF doesnt even answer the phone!!!!

Thumbs down C&R

I just stumbled across your thread, funny or fate. I recieved a call today concerning my C&R application. The woman I talked to wanted to set up an appointment to go over, as she said, my C&R license in her office. I applied for this back in early October '07. Unfortunately, her office is 90 miles from my home. I would have to take a day off from work to do this, and lose a days pay or use a vacation day. She said it was to go over the regulations of a C&R license. She never mentioned coming to my home to see how the rifles would be stored. I then decided that I do not want the C&R that bad, I will just pay the transfer fee if I decide to purchase any more C&R rifles. I can do quite a few transfers for a days pay. She was very pleasant, but it just seemed to me that they were going to make it difficult to obtain the C&R. She told me that I would be mailed a form to fill out and my $30 fee would be refunded.

Seems like the procedure varies depending on where one lives. I just sent off for the paperwork. I hope Wisconsin is easy to deal with. The closest office is in Chicago. Not a bad drive for me. I am in outside sales and my territory takes me to about 15 minutes outside of Chicago. We will see.

Weird..
I got my forms very quickly, but it took almost 3 months between sendin it in and when I saw my bundle of books, with the license showing up a few days later..

That was a couple years ago, though..

No issues, other than the wait, and none since.. (knock on wood)

Everything I'd been told on forums and other info said that I'd get my bundle, but not to get too excited because the license would show up a touch later.. Pretty much happened that way..

Got my application a week after asking for it. Filled it out sent it in got my license eight weeks latter. The books came on a Friday, the license on Saturday. No calls or any thing. That must be something you go through in New York, sorry. I hope its mostly painless.

Three weeks, three days to get my license from the time I submitted to arrival today. No visits, no phone calls. Waiting now for my bundle o papers to show up. In the mean time I'm just sitting here grinning and looking at it.
