Frank Lautenberg (D-N.J.), Charles Schumer (D-N.Y.), Dianne Feinstein (D-Calif.) and others. The amendment could have been attached to a cybersecurity bill, S. 3414, but debate on the bill stalled over unrelated issues. More...
