Heavy 308 barrel for rem 700?

Where can you get a heavy remington 700 barrel in 308 for the least amount of $$$?

Gunparts doesn't list heavy barrels. There's no such thing as an inexpensive heavy barrel for a 700. The demand is far too high. Mind you, Midway is listing Shilen 26" Varmint weight(heavy) match grade barrels for $204.99. Short chambered, but otherwise ready to install. Naturally, they're out of stock, but they're taking back orders. They say they are expecting them at the end of January. I doubt you'll fine a better barrel for less.

Another option is to buy a Rem 700 SPS varmint for $500-550 and sell your current 700. Figure that the price of the barrel doesn't include installation and chambering.
