By the way, I meant to add, I like the idea of what this tool does and the benefits of using it. I just don't know enough about reloading and accuracy to know if it will make the kind of difference they say it will? I mean, I'm sure bullets, both factory and handloaded can be off center. So I suppose it should then improve accuracy on those bullets to be found off center.
I guess I'd also ask, how often do bullets become or get off center when handloading? Is it something that can happen frequently?

The answer here is probably both yes and no. Yes it will work to straighten off center loads. However, you really shouldn't be experiencing this kind of problem if you have good equipment and it is properly set up.
You can easily check concentricity by rolling the loaded round with your palm across a very flat counter top and watching for wobble. It takes a few times to learn the knack...but is easy to see once you do.
Some prefer to roll the round over a mirror, which also works. Just watch for wobble. I never seem to have a problem in that area though, and I do check it as I am loading rifle rounds.
