Ord/STOP/USN ORDER for Rifles/1933

Gentlemen,
Here's the files. Yes Ordnance suspending Order for USN Rifles in 1933.
Find out WHY??

Was it because the Navy also still ordered the 1903 rifle which Ordenance considered "out-dated"??
