What I am saying is that in order to get a firm floor contact, thereby giving superior holding power, the safe needs to be filled with rifles to "seat" the safe to the floor first. Similar to the idea of tamping down the dirt before building on it. Last thing you want it for the safe and floor to not have firm contact and therefore, wobble.
