Actually, you can SAFELY fill the case with black powder, reload the bullet and fire it...NO Problem since Black powder does NOT generate near the pressures of smokeless Powders...I do this all the time with 45-70 loads, and it is cheap to shoot ...It is NASTY however to cleanup afterwards!!
I also convert 28 ga. Shotshells to Black Powder .577 British Snider cartridges, by removing the shot and powder and cup, cut to length, add Black powder, and press in a greased .577 Bullet...works Just fine !
