Not sure about WA but a lot of states allow out of state purchases. I know I can go to other states and purchase a firearm with out a FFL being involved. Not sure about AK and WA though.

He's a Pawn & Loan store. He makes his money as a pawnbroker and sells firearms. Any money he makes for 15 minutes of work is essentially free money. Heck, he's making $60/hour for FFL transfers if you want to get technical.

Tex, Face-to-Face can be done sans-FFL, but commercial will require an FFL and NCIS check.

Legally, Tex, you could buy a rifle, sell it to me, ship it to my Dealer here in AK...I pick it up from Him with My CCW/NICS Exempt card....

Very true! If I find a good m38 with correct stock would you be interested in doing just that? Not that I have found m38s with correct stock locally but I find a fair number of m38s so you never know!

FtoF I assume you mean in state? iterstate requires different rules , hence Licence

Only the Recipient has to be Licensed...Anybody can ship a firearm to a Licensed dealer...Legally.

That is debateable...some state laws won't allow it. MOsins with receivers prior to 1898 can be shipped person to person...classed as antiques !!!
In state Face to Face is Legal...about everywhere... Also, YOU can ship a rifle to yourself Via Mail to My address !!! I can keep it here for you legally!

Actually the key operative word Moose said was "send a check." There are only a couple three things in my collection I would NOT sell if the price were right. My momma didn't raise no fool!

Here is some info.

A nonlicensee may ship a firearm by carrier to a resident of his or her own state or to a licensee in any state. A common or contract carrier must be used to ship a handgun. In addition, Federal law requires that the carrier be notified that the shipment contains a firearm and prohibits common or contract carriers from requiring or causing any label to be placed on any package indicating that it contains a firearm. [18 U. S. C. 922( a)( 2)( A) and 922( e), 27 CFR 178.31]
