The case's are a dull green with a painted on silver tip bullet that you can scratch off with your finger nail.

Sounds like Czech Silvertip, which is good ammo (said to be very accurate for surplus and I like the stuff), but is indeed corrosive.
It should have a headstamp of "bxn" and a number, likely in the 80's that indicates the year of manufacture.
The one issue with this ammo is the lacquer coating can get very sticky if you don't get ALL the cosmoline out of the chamber. I still haven't done this to my mosins and once they get hot, they stick like the dickens; I have to pre-cock the bolt to even get it open and even then it takes a hard slap to open up. Brass and copper-washed steel cases are much easier to eject.
