Concealed Carry and self defense laws are entirely a matter of the state. However, there are a couple general rules:
1. Concealed carry is for carrying in public places - you guessed it - concealed. There are many places where it MUST be concealed, ie PA. Here carry permits are valid throughout the state, and are valid everywhere but government buildings, schools, post offices, and business that clearly label that no firearms are allowed (their right as private property, but they have to display it for the law to be involved.) On private land, according to posession laws, it's a private matter. But state laws are what make all the difference here. In PA, a juvenille is within his rights as much as an adult if he picks up a firearm in protection of his life. He is not, however, allowed to carry it in public.
2. A general rule on when you are allowed to shoot is that you must feel that you must shoot to save your life. Shooting a man walking out the door with your stereo does not count. Even in cases when you may legally shoot, if you and your loved ones are safer escaping, that really is the right call. Eight years ago I was the fastest man I knew, and running away in a public place would only increase the distance between the danger and I. Nowadays it isn't so and I would have to make a very fast judgement call.

Dammn you guys are useful, thanks for all the great information. Even if it isn't ALL right, its still a better knowledge then I had 2 days ago. Thanks a lot guys,

In PA, a CCW permit allows one to carry a loaded handgun only. Shotguns, rifles, and NFA weapons are not included. They must be transported unloaded in a vehicle. On private land they can be carried without legal restriction.
