For some crazy reason, my 10-22 won't extract a shell. It's presently stuck in the chamber. The extractor looks fine. The extractor notch looks like it's flush with the rim of the round, as though it couldn't extract. Ammo is copper jacketed Federal American Eagle.

It's not very common, but happens in some guns some times. If you get a good piece of grit in the chamber it could cause the spent brass to stick somewhat. If the extractor system had the backbone to overcome it, it wouldn't matter because at that pont it may just tear through the rim.
Use a pocket knife or cleaning rod to dislodge the stuck case. Clean thouroughly paying close attention to the chamber.
This is the most likely cause. There could be others; Ie. ammo out of size specs, worn extractor (not likely)
All the serious 10-22 guys at RimfireCentral seem to consider replacing the factory extractor with a custom unit to be necessary.
Still got the original in mine, and have had no problems.
Check to see that your barrel V-clamp screws are snug. If the barrel gets tweaked a bit, the extractor slot won't line up properly.
If this happens again try putting a spacer under the extractor plunger and spring. If everything on the 10-22 is origional the spring is a tad weak. Stretching it will work for a while but then it returns to origional length and is weakened. A common framing nail is the correct diameter so just cut a short section off of a nail and drop it down the hole and reinstall the rest. Make sure the hook on the extractor is sharp and let'r rip. I figured this out after mine threw the extractor twice on the same day. YMMV!
