Who said those were the good old days? I was 13 yrs old in 1950 and waiting for one more year before I could get a driving permit for $1.00(in Kansas). No driving or written test would be required till I was 16.
Had a 1933 Ford(Black) waiting in my yard I'd inherited from my grandad but wasn't officially allowed to drive till I was 14.
