That might be true, but for target practice I don't see why.

Probably because they can be used to create mischief, like starting fires, blowing up propane cylinders and gasoline jugs, things like that. Idiots can do lots of stupid things with bullets that burn.

this has been done in the military for years and years and years, until they figured out that it not only gave away their possition as it would no matter where it was loaded in the mag, but it also gave away the fact that they were low on or out of ammo in their mag. on the flip side, if the enemy tried to make haste on them when they were out, an ally may be alerted to cover them when they see the tracer. its a win/lose situation in combat.

on the other hand, if its important to you during practice, or competition to know you are low, this is a good method of alerting yourself or an ammo caddy to it. the other upside to loading the shell last is in firearms that do not lock the receiver open after the last shell is ejected. all of the scenarios would have to be considered when loading tracers last in your weapon.

A much, much better idea would be to load the second to last round as a tracer. That way you have one in the pipe when you swap magazines and never have to rack the slide...
