Finding the location on a map of the world, how, or in what order is this done concerning Longitude & Lattitude.

At what point do you assign E or W and N or S? I thought it was the prime meridian?

I'm asking because my daughter had a school paper where they had to tell Long & Lat for this case point A, the west side of South America was 0deg W x 80deg S.

I can't see why it was wrong??????????????
