I was thinking muzzle caps to keep the rain out (even though the bores would be cleaned regularly) and then a stack of cartridges next to each gun -- of course having a flag between them would be a key element.

I am guessing those are what 5" guns -- I do know they are a naval gun since the image was credited to the Concord Naval Weapons Station

An American Legion Post close-by where I live has what appears to be a very similar looking gun mounted on a tall pedistal. :right: And...the American flag is definitely waving nearby.

Might be a five inch, but I'm guessing more probably three inch deck guns. Definitely Naval. Great Mistakes up in Illannoyed has guns like this all over the base on display.
