Accurate barrels

I recall reading that gun mfgs test the new barrels and select the best,ie.sub MOA, for use in premium custom shop units. So does that mean unless you pay out the BUCKS, us poor schmucks don't have a chance with getting and tweaking something off the shelf, we are SOL on getting an accurate rifle?
