The M70 is made in Japan too, IIRC.
I would carefully examine them for features that matter to you. The safeties will be different, I believe the Win is 3 position on the bolt and the Wby 2 position on the receiver. Another difference will be the extractor. The Win M70 Classics have a Mauser type Claw Extractor, which is considered to be the best, period. The other Win M70s, however, have a very meager, not sure what to call it, but I'd call it a detent driven linear extractor, which is in my current opinion at the bottom of the options.
The Weatherby Vanguard has an accuracy guarantee. While the standard Vanguards are only guaranteed 1.5MOA, when they give you such a guarantee it's usually better. Bushmaster ARs with no quarantees tend to shoot MOA or better. On the extractor, it is something that they call a claw, but isn't the Mauser type. It's actually almost Mosin type. I would certainly consider it superior to the linear extractors of Savage and Winchester. One might say it has the best of both, being substantial but also allowing a push-feed instead of just a controlled round feed.
Another key difference is the ejector. The Vanguard has a button ejector, while the Winchester, far as I know, has a stationary ejector. All the military bolt actions that I know of have the stationary ejector. Preferences vary.
One more detail is that the Wby Vanguards use the same pattern of scope mounts as the Remington 700. That may open up certain options.
