Selling to a private party

I'm selling my M1 Carbine to a private party. They are sending me a copy of the FFL and he is asking for a copy of my drivers license so "the dealer can properly log it into his ATF book."
is this a proper procedure?

Yes this is pretty much SOP. Unless you have a C&R in which you send him a copy of your c&r.

The only other suggestion is that you send me the Garand in which I will give you a crisp new $50 bill.
