Check on individual states prior to relying on this list. New Hampshire, for instance, has repealed their permit laws and are now unrestricted, according to the news articles that I was following. They instituted a licensing program, realized that it was stupid for the state that had "Live Free or Die" on their license plates, and repealed the licensing statutes to allow unrestricted carry.

North Carolina should not be listed as "must issue", since the local sheriffs exercise much more discretion than they should.

I dont know if it would be a good thing living in a state where just any one can carry a gun. i would like it a lot more if they had to qualify and go through training.
