I went to the gun show today after work, and I found an absolute beautiful Mosin-Nagant that probably predates the Soviet Union for only $125; sling, oil, and bayonet included.
problem; When I went to buy it, the people the guy called told him to delay it for three days and wait for a call from them.
There's no waiting period here for rifles, and I haven't done anything worth denying me a firearm, so this is very puzzling.
I mean, what kind of country is this that one of it's soldiers can't buy a friggin' old and "obsolete" rifle?
You need to Contact the FBI -NICS and jump through the hoops to get a copy of your Record and Reason for the "Delay"...I understand that it can be something simple in your Background, unpaid tickets, under inverstigation, or Mistaken Identity. If you have a Local Law enforcement Agency that will get a copy of your Record for you, it Might help to find the problem...And, If you were ever arrested for anything at all, even if you weren't Charged or were found innocent, they can and will delay your purchase...

So that's the problem.
Can I do that online, or do I need to go all the way down to the police station? which is only half a mile away, but still...
Nothing to worry about. It isn't a parking ticket that you never paid, or a traffic stop. The NICS system doesn't pretain to any of that. The workers at the Center have to dig through a lists of names, and verify the identity. Once they have established that, they will give a proceed verification number, and the gun goes through. They just have to page down to the bottom of the page, and it is posted "No Felony Convictions".
If they find something that they question, they delay it until they can contact the posting courts, to clarify that it isn't a pending criminal trial, or an action is still pending. They courts have to file a case #, and a contact number for the file in the NICS system.
I have people who are sheriff officers come in, and get delayed when trying to buy a gun. The person on the other end of the phone is back logged, or they are just too lazy to do their job. They put it aside if they are busy and get back to it later. They are not required to call back in the 72 hour period. Most of the time they will call back, and clear you. If they don't call back, the FFL dealer will give you the gun when the time has run out.
We have one guy that got arrested at the age of 18, for a frat party prank, that resulted in dropped/dismissed charges, and he gets delayed all the time. He finally went down, and got his CCW, and now no phone calls to NICS. It's Cash and Carry deal.
My girlfriend hasn't even had a parking ticket, tried to buy me a new shotgun for Christmas and got delayed.
Don't sweat it friend, It is someone on the other end not doing their job, taking a break, looking at porn on the net, or something like that.
I see it all the time in the Gun Business.

you may go back to the gun show, and check with the seller. Rarely do they call back at the gun shows though. They always want to call the registered number telephone of the FFL store, and not cell phones.
Gunnie, Where do you live? You should check on your ccw. 8 hours of classes, 6 hours being law, and justified force school, and a couple hours on the range. 100 dollar class, 65.00 to the state, a small fee for fingerprinting, and background checks, and 30 days later if not sooner. Boom, a nice plastic card in the mail with a pretty little hologram. From then on, its cash and carry for the next five years. After that some states have the refresher course down to two hours, and no more fingerprinting cards.
I always thought that was stupid anyway. I was in the service also, and we all know that our fingerprints will always be on file with the government. RTFM gov service guys.
Gun shows run a high volume of calls to the NICS, and that may be the reason for the delay. Now, 30 days from now NICS will destroy all records of the gun transaction. The only people who know what gun you have, is between you and the seller's records. Some states vary on that rule, such as ie:California's registration law for handguns.
The NICS only asks if you are purchasing a long gun, or a handgun. Now, if you buy two handguns at the same time, there will be a report filled out and sent to your local law enforcement agency, and then they have two weeks to destroy that record also. Down side to this is that they get the serial numbers in the mean time before deletion.

Gunnie, Check with the local state laws where you live on the gun classes. AZ just shortened their requirements, but that doesn't mean where you live did.
The other nice thing is it is recognized in a lot of other states for you to carry concealed in.
Utah, and Florida however doesn't recognize Arizona's cards. Just about the whole west and central U.S. does though. Few exceptions, but for the most part, everyone is cool with it.
