Low Prod at Win/M1

Gentlemen,
Lets let the new guys take a look at this one.
Take a good look at this file. The date is April 1942. We are now 5 months into WW2. Ordnance wants Winchester to up its Production on the M1 Garand.

What do you think Ordnance should do to up Production at Winchester ?
Some data has been posted before others have not.
