A 16" .223 is a good 250 - 300 yard weapon.
Aimpoint or EOTECH would be just fine.
The Aimpoint is available in both 1x and 2x.
The EO has a 1 MOA center dot that I have used @ 300 yards with excellent results.

What type of usage are you looking for? One of the better deals around right now on a huntin scope is the Nikon ProStaff line. I've seen them for less than $120 on E-Bay including shipping. For target purposes you might want a larger magnification than what they offer. Check out Natchez Shooters Supplies and Graf & Sons - Welcome. I've had pretty good luck with the BSA's as long as they aren't subject to rough use or hard recoil.
As toolman said it depends on what your using the gun for. Target or hunting? Long range or closer distances? For hunting you may want to get something with a fixed objective so there is no need to adjust, for target shooting you may want something with a adjustable objective. It really depends on preference, but nonetheless let us know what you"ll be using it for and someone here can help.
I am a big fan of Simmons and have great results. Just make sure you see the scope in person before you buy it, on a carbine you don't want a massive scope that gets in the way. I would go to a gun show or look at a sports store. Now that I think about it, you should take a look at the Leupold Rifleman scope. Affordable, crystal clear, and small enough for an AR. Only runs around $200

Any of the lower priced scopes have good repeatability ? ( Move the adjustments & then back again & does the point of impact return to the same place ? )
That has been my problem with lower priced scopes . :-(
Most of the "no-name" scopes from CTD are going to be Chinese-made Leapers or BEC brands. I used a Leapers 6x32 from CTD on my SKS for a couple of years with excellent results until it blew the o-ring out around the objective lens. It still worked OK but I traded the gun with the scope on it. If you are looking for a good low-end scope, try a BSA, the guys at Graf & Sons - Welcome swear they've never had to replace one for any reason.
I've got a Sightron SII 3x9x42 on my Bushy M4A3. It is 199.00 at Midway. They also make an electronic red dot for about 229.00. Check em out. Fine glass.

Wrytwister, sounds like an electrician. The Sightron 3x9x42 is very clear with coated lens. I've had the scope on a 7mm WSM, a CZ 452 and now the Bushy. Once it's zeroed, it holds zero. Good for my old eyes. The 42 objective lets more light in for low light conditions.
Shoot it open sights until you can get a scope you like. In the meantime, figure out what you want as far as power, size, and type of scope.
Honestly... either buy a 200-300 dollar scope that's the scope you need (and worth having on a gun), or buy 3 or 4 cheap scopes until you get lucky and find a halfway decent one. I took the latter route, and could have bought a darn nice scope for the money I wasted...

Ended up buying a Fullfield II 3x9 . Have not shot it yet , but the scope seems clear and bright .
