I feel your pain. I relocated from New England to Carolina. Then, we get a pro football team. AND the two teams have faced each other in the Super Bowl. I still was cheering the Pats.
Beautiful. All other state and federal laws would still apply anyway. He's basically allowed to do in Illinois what PA youths can do without any state permit needed.

Relax. The FOID is just Illinois's requirement on top of fed law, which already requires all long gun purchasors to be 18 and all handgun purchasors to be 21.

FOIDs are for owning/posessing firearms if I understand correctly. Few states require any license simply to own or posess a firearm. There are circumstances where a minor can posess a firearm. In Illinois he heeds a FOID. He wouldn't in PA.

My dad lives in IL. If a minor under 18 is with a parent he/she does not need a foid. If they were to shoot/hunt alone they would. The program still sucks though agreed.
I didn't read the article, but maybe he wanted to get it for his son because he's willed his firearms to him and doesn't want any hassle from the IL government if/when that part of his estate is transferred, especially if the son is still a minor at the time.

It's short, and fairly entertaining.
But even in California, we don't need a FOID. We do have to pass a little test and get a certificate to buy handguns, but that's pretty much a joke for people who know the basics about firearms: I got 100%, without even looking at the little study pamphlet the gun shop had.
