You can put the bullet in the muzzle end of the barrel and work the bullet loose by wobbling the cartridge.
Dump the powder into a handkerchief or something.
Hold muzzle in powder and hold cloth up around barrel to
contain powder.
Fire empty cartridge into powder.
Put burning cloth into prepared tinder.
