Actually you are saying what probaly alot of us that live near a larger town are feeling. If proves that when we don't have a good working justice system, that you can't keep certain peoples in line. Some peoples need boundries. When you remove or grey in those boundries, then the certain peoples start to ignorethose said boundries.
Unfortunatly Even if we fixed the system today, It will still take a long time to take effect do to a generation or two of peoples being ingrained with this type of mentality.

AH, sorry to hear that things have changed that much from when I worked there in the late seventies and early eighties.

Getting back to movies...if you like vigilante movies, try to find an older movie called "Exposure". It's about an American photographer in Brazil who gets stabbed, and his girl friend gets raped. He gets a knife fighter to teach him the art, and then he goes after the bad guys. Good stuff. Stars Peter Coyote.
