The CLEO signoff has nothing to do with responsibility at all. It is simply the CLEO affirming that the NFA is legal in that state and the he has no personal knowledge that you will use it for any illegal purpose.
NO liability for the CLEO on that signoff.

My concern with the trust method is that a trust is not protected explicitly by the SA.
