Question about the Makarov as a C&R pistol

Hi, folks. I have a question that has been puzzling me.

I've put in for my C&R license; there are lots of neat firearms I'd like to own and shoot. (If they aren't shooting grade, Im not interested. I'm not after rarities or mechanical works of the engraver's art or pieces owned by historically significant people. I just like to shoot.) Now, I've gone over the BATFE list of weapons that qualify as Curios and Relics, and this is where the question arises.

I've seen a used FEG-made Mak PA-63 and handled it; but the shop that had it wanted $300 for it with 2 mags. According to the Buy It Nows on Gunbroker.com, that PA-63 was way overpriced. This to me means I either have to buy a PA-63 online and pay the FFl transfer fee to my local gun shop with all the rigamarole that involves; or if all Maks are created equal in the eyes of the BATFE, wait for my C&R license to come through and then buy one online and have it shipped to my home.

The Feds allow that Russian and Bulgarian manufactured Makarovs are C&R weapons. Thing is, I'm somewhat leery about calling or writing the local BATFE field office and asking them. (My experience with government agencies is that if you ask them an honest question, their initial response is always, "Why do you want to know that?" with the overtone you have no right to know, instead of just answering a citizen's honest question.)

Is this a case of a Mak is a Mak is a Mak, and they just didn't bother listing all the manufacturers? Do all Makarovs qualify as C&Rs, or is there a reason only Russian and Bulgarian Maks are listed in the C&R list?

Classic Arms has the PA- 63 for $145.00 and today on their web site they say they are NOT C&R eligible. Shame cause they are sharp little out fits..Like one my self.
