help with mounting scope

I took my K98k Mauser to a gun smith to get it drilled and tapped for scope mouht bases, but when i got it home the rear base was higher than the front one. Is this normal?

When the clip slot is milled off they sometimes go too far or not far enough. Depending how much difference there is, the front base can be shimmed. Back 20-30years ago this was common. Brownells has scope base shims or you can make your own from one of those feeler guages that go from .001 to.050 and cost about a buck. Figure out what thickness you need and make a shim by cutting one out with HD scissors, I keep two or three of these around the shop and that way I always have the right shim thickness when needed.
