Numrich has a very good assortment of parts. Search of manufaturer "Mosin Nagant," and you will come up with an exploded diagram that ties to their parts list below it. The numbers in the exploded diagram connect to the Numrich part numbers, and clicking on the Numrich number takes you to the infomation on that part.
NOT COOL! The only surplus ammo they have in .223 are BLANKS!!! $20 I would love to spend $20 for 100 rounds, but NOOOOOO they have to only have blanks in stock!!!! .......Looks like a decent site though.

Anyways, there's a guy on gunboards.com named Rick Reich that sells mosin parts.
Or you could always try (shudder) ebay. But they are anti-gun butt pirates.

Check out the reloading forum. You can get a starter kit from many diferent manufactures for $100-$150. It is enough to get you started. You don't need much to get started.
You can learn how from your GF's dad and ask questions on the reloader's forum.
LEE also has sales of "factory refurbished seconds" that are good to go for lower than normal prices.
