First, dump the drug laws. They aren't working and laws that don't work reduce respect for all laws.
Instead, we adopt the French Foregin Legion approach. The Legion has no penalties for being drunk on duty or doped on duty. None at all. On the other hand, their penalties for rendering oneself unfit for duty are severe. As at least part of the objective is to keep the druggies from working or driving while high so their idiotic actions don't adversely affect the community, this approach would affect only the druggies. Put a clause in there that they can't refuse to give blood samples. This would make prosecution easy.
Then, we make selling drugs a government monopoly, the way liquor is is some states. Those states sell spirits (i.e., any alcoholic beverage that isn't wine or beer) only at the Alocholic Beverage Commission stores. This has the effect of allowing the government to know who is buying what and in what quantity.
Finally, sell all these currently illegal drugs like cocaine, crystal meth and heroin at 100% purity. Tell the buyers the drugs are 100% pure. The buyers won't believe it. They'll snort or smoke or shoot their illegal drug of choice in the quantities they are used to with the current street-level stuff, that might be anywhere from 10% to 30% pure. Boom! Game over. No more addicts - because they'll all be dead.
As I said, a grim solution and one I really don't think should be implemented. But think of it as evolution in action. It would have the effect of removing the druggies from the population and thereby improving the breed. Ultimately, stupidity is the only capitial crime, and improper recreational drug use is about as stupid as it gets.
I basically agree with you, Cyrano. Or at least we're pointed in the same general direction...

Recreational drugs should be treated like alcohol: a DUI is a DUI, whether it's alcohol or pot or whatever. And if a person shows up drunk at work, they fire him. But they don't fire him for what he drank Friday night on his own time; recreational use of drugs other than alcohol should be treated the same way.

I don't agree with putting a government monopoly on drugs. License and regulate the establishments selling them, like we do liquor stores now, and tax the products themselves.

I doubt very many people would O.D. on high-quality drugs, though. Afterthe first couple died, the rest would start believing what purity they were.

The money now spent on enforcement and punishment would be better spent on education and rehabilitation. Yeah, I know rehab clinics have a lousy track record. But they're still several times more effective than imprisonment is...

Well that was interesting. I wonder how many people who use these things for other than sex can keep a straight face.

Actually, they were issued in our survival kits to store water in a survival situation. I guess if you had a canteen you could use them for something else

Maybe they would make it legal to own ZipLoc bags if you had an Ilinois FOID (Firearms Ownership Identification) card.

A ZOID card? "May I see your Ziploc Ownership Identification Card, sir, so we can complete the paperwork on this transaction?"

Do you have a three day waiting period so you can really think about if you really want to sell drugs too.
