They seem to be very specific. An organization, e.g., a police department, can buy that AK. A private individual can't.

I'm not sure what "SOT with an LE request for demonstration" means, but I will hazard a guess. SOT might be security officer training and LE is probably law enforcement. Or, in the vernacular, an outfit like Blackwater that trains security personnel that has a police force fronting the request for it could buy the gun.

The seller also specified that the buying organization may not have a full auto AK in its inventory of firearms covered under the National Firearms Act of 1938, the law that made it very difficult for private citizens to own full auto weaponry.

The seller seems to be selling this AK for use as a demonstrator, so law enforcers will be able to see what it can do and hear what it sounds like. Recall what Gunny Highway said about the Kalashnikov: "This is the AK-47, the preferred weapon of our enemies. It makes a very distinctive noise when fired at you, so remember it." Most of the citizens of the United States have never heard a full-auto AK fire outside of the movies, and I can say from the one time I heard one in West Africa that the ones in the movies don't sound like the real thing. It does help to know the difference. And I think that is where the seller is coming from.

SOT is "Special Occupational Taxpayer" as defined By The BATFE, which is a Class 2 Mfgr. or Class 3 Dealer licensed to deal in Machine guns, silencers, SBR's, SBS's and AOW's and some destructive devices...LE is LAW Enforcement ...A dept. that requests a demonstration of a weapon that they are interested in purchasing for their Dept.

Good info Mooseman.
To clarify for the OP, an SOT is a dealer that has paid a special tax to BATFE to be able to sell and buy silencers, machineguns, short barrel shotguns/rifles, destructive devices and All Other Weapons (AOWs).
Since civilian (non-SOT) individuals are not legally able to buy machineguns manufactured after May '86, the SOT is able to buy these guns for demonstartions to local police departments, hence the demo request letter from the CLEO (chief law enforcement oficer).
This is a very simplified explanation and there are many variences in the law. You should consult a Class 3 FFL holder.
And for Cyrano, you absolutely CAN buy a full auto AK47 legally as a civilian. I own a full auto M119mm with a Bowers CAC 9mm silencer and a Walther P-22 with a YHM silencer.
Check out the info at MACHINE GUN DEALER, MACHINE GUNS FOR SALE . They have a FAQ that will tell you what is required to buy these weapons (it aint that hard, just expensive and time consuming).
