The way I see it...if I owned a business I'd pay the employee for the time he worked. Paying for that same employee to stay home with a sick relative for up to six weeks wouldn't be my responsibility. The employee's health insurance, if any, could possibly cover some of that problem.
Depending upon the terms of employment for the company, I'd meet those willingly. Beyond that, the government telling me that I had to pay someone to not work would probably cause me to close the business. Then everyone loses. That's when the process would become socialist.
