The Tikka

as it is a bolt action mated to a SAKO barrel and that wins the day in this comparison.

You can't compare a T3 to a M770.

It should be worded T3 vs M700.

I'd go with a Remington M700 SPS. I don't know what caliber you're looking for the rifle to be chambered in, but I guarantee that the SPS comes in it (almost guarantee it)

Remington model 700, not the 770. I havn't heard anything good about the later. I just got a tikka t3 and it seems to be an excellent gun so far. I just need to shoot it now.
